Topic outline

The course provides basic concepts and tools for understanding public decision-making. Classes will have a practical focus; we will analyse existing policy programmes and experiment with the concepts and tools presented in class. We will use an online game to simulate policy decisions.
We will run through the following topics: 1) when policy problems enter the government agenda, 2) which actors influence policy formulation, 3) why decision-makers select certain policies and not others, 4) which strategies are available to policy entrepreneurs to introduce radical changes to existing policy. Examples and case studies will include the following: public infrastructures, public administration reforms, social policy, local development, environmental policy and others.
The exam will consist in the analysis of a case of decision making.
All classes will be in English, but don’t panic: basic language skills will make you get through successfully.COURSE MATERIAL
